1.中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”）受海洋石油工程股份有限公司（以下稱(chēng)為“招標(biāo)人”）委托，就流花11-1/4-1油田二次開(kāi)發(fā)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

Entrusted by China Offshore Oil Engineering Co., Ltd (hereinafter referred to as "the bidder"), CNCCC International Tendering Co., Ltd. (hereinafter referred to as "the bidding agency") conducts international public bidding for some goods and related services required for the Secondary development project of LH 11-1/4-1 oil field. Bidders are invited to submit sealed bids for the following goods and services:

數(shù)量：航空燃油配送橇1套、航空燃油輸送泵1套、航空燃油罐1套

Quantity: AVIATION FUEL TRANSMIT VESSELS 1 set、AVIATION FUEL DELIVERY PUMPS SKID 1 set、AVIATION FUEL DISPENSION SKID 1 set

規(guī)格：運(yùn)輸罐 DPP-V-3301A/B/C 容積：2.84 m3（each）；設(shè)計(jì)壓力/溫度：-20~200KPaG/50℃，流量：13.6 m3/h；過(guò)濾精度：1μm，含水率低于15ppm；設(shè)計(jì)壓力/溫度：1150kPaG/50℃，輸送泵DPP-P-3301A/B 泵流量：13.6 m3/h (each); 入口：ATM/AMB，出口：750kPaG/AMB，航空燃料輸送罐橇、航空燃料輸送泵橇、航空燃料分配橇能夠在規(guī)定的海洋環(huán)境下正常運(yùn)行。現(xiàn)場(chǎng)環(huán)境數(shù)據(jù)：溫度11.2～37oC，濕度30 ～100%，三秒陣風(fēng)風(fēng)速67.7 m/s (100years)。

Specifications: Transport tank: DPP-V-3301A/B/C; volume: 2.84 m3 (each);  Design pressure/temperature: -20~200KPaG/50℃，F(xiàn)low rate: 13.6m3 /h;  Filtration accuracy: 1μm, moisture content is less than 15ppm;  Design pressure/temperature: 1150kPaG/50℃，DPP-P-3301A /B Pump, flow rate: 13.6m3 /h (each);  suc: ATM/AMB, dis: 750kPaG/AMB，AVIATION FUEL TRANSMIT VESSELS SKID, AVIATION FUEL DISPENSION SKID and AVIATION FUEL DELIVERY PUMPS SKID can operate normally in the specified Marine environment.  On-site environmental data: temperature 11.2 oC to 37oC, humidity 30~100%, three-second gust wind speed 67.7 m/s (100years).

2.對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求

Requirements for?Qualification of?Bidder:

投標(biāo)人應(yīng)為投標(biāo)設(shè)備的制造商、集成商或代理商，如果投標(biāo)人是代理商應(yīng)提供制造商授權(quán)文件。

The bidder shall be the manufacturer of the bidding equipment or the integrator or the agent. If the bidder is an agent, the manufacturer’s authorization document should be provided.

（2）業(yè)績(jī)要求：

Requirement?for Bidder_EpSingleQuotes_s reference:

投標(biāo)人自2012年1月1日至投標(biāo)截止日前（以簽約時(shí)間為準(zhǔn)）應(yīng)具備不少于1套航空燃油橇的供貨業(yè)績(jī)。

業(yè)績(jī)證明文件包括但不限于：銷(xiāo)售合同復(fù)印件（含相關(guān)技術(shù)附件）、到貨接收證明。業(yè)績(jī)證明文件需體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同使用方的信息、貨物名稱(chēng)（航空燃油橇）、供貨數(shù)量，及到貨接收證明；如業(yè)績(jī)證明無(wú)法體現(xiàn)上述信息為無(wú)效業(yè)績(jī)。

 The bidder shall have the supply performance of no less than 1 set of aviation fuel skids from January 1, 2012 to the deadline of bidding (subject to the time of signing)

Performance proof documents include but are not limited to: copy of sales contract (including relevant technical attachments), receipt of goods. The performance certificate shall reflect the following contents: contract signing time, information of the contract user, name of cargo (aviation fuel sled), quantity of supply, and receipt certificate of arrival; If the performance certificate cannot reflect the above information, it is invalid performance.

（3）資質(zhì)要求：

Qualification?requirements

橇內(nèi)(DPP-X-3301/3302/3303)所有防爆電氣設(shè)備及儀表部件滿(mǎn)足Class I, Zone 2, Group IIA防爆區(qū)域要求，防爆等級(jí)ExdII BT4，IP56，均要取得防爆證書(shū)和中國(guó)強(qiáng)制性CCC認(rèn)證，投標(biāo)時(shí)提供證書(shū)復(fù)印件。
All explosion-proof electrical equipment and instrument parts in skid (DPP-X-3301/3302/3303) shall meet the requirements of Class I, Zone 2, Group IIA, ExdII BT4, IP56, and shall obtain explosion-proof certificate and China compulsory CCC certification，the?bidder?shall?provide?copies?of?certificate.

（4）第三方認(rèn)證

投標(biāo)人應(yīng)承諾供貨是提供委托國(guó)家安全生產(chǎn)監(jiān)督管理總局海洋石油作業(yè)安全辦公室（COOOSO）認(rèn)可的船級(jí)社（ABS, Lloyd‘s, DNV,CCS，BV）對(duì)設(shè)備整體進(jìn)行檢驗(yàn)并獲得的檢驗(yàn)證書(shū)。
SUPPLIER shall?promise?to?at his own cost, arrange inspection and obtain final certificate of the package from one of the certifying agencies （ABS, Lloyd's, DNV,CCS，BV）） authorized by the China Offshore Oil Operation Safety Office (COOOSO)?when?supply?the?Goods.

3．有興趣的合格投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：

The?interested Bidders?may obtain the bidding document by following method: Please?login at CNOOC?Procurement Operation System (https://buy.cnooc.com.cn) on the?page of?Invitation?for bid for purchasing Bidding document from August 19th, 2022 to August 26th, 2022.For the?first time of login, a registration (free of charge) is needed and only after?successful?registration, Bidder can purchase Bidding documents online. The?whole?purchasing process must be operated online?and?offline payment will not be?accepted.After successful payment of RMB 2000.00 or USD300.00 for each copy of?Bidding?documents which is non-refundable, Bidder may download the Bidding?documents.Bidder fails to purchase Bidding documents online is not eligible to?bid. 4．投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2022年9月9日上午9:30（北京時(shí)間）前遞交至北京市東城區(qū)東直門(mén)外小街6號(hào)海油大廈四層會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。

Deadline and place for submission of bid documents: all bid documents shall be accompanied by bid security submitted as required and submitted to the 4th?floor meeting?room?of CNOOC building, No. 6, dongzhimenwaixiaojie, Dongcheng District, Beijing before 9:30 a.m. (Beijing time) on Sep 9th, 2022. Bids received after this time will not be accepted.
