3. 投標(biāo)人資格要求

3.1  本次招標(biāo)要求投標(biāo)人須具備 (1)法人資格,能獨(dú)立承擔(dān)民事責(zé)任;(2)具有良好的商業(yè)信譽(yù)和財(cái)務(wù)會(huì)計(jì)制度;(3)具有履行合同所必需的設(shè)備和專業(yè)技術(shù)能力;(4)環(huán)境管理、職業(yè)健康及安全管理實(shí)施情況及績(jī)效說明(擁有14001\45001體系證書可免于提供);(5)近三年發(fā)生如生產(chǎn)安全事故,環(huán)保事故、分包商員工職業(yè)健康問題等被有關(guān)部門進(jìn)行行政處罰或有異常信用記錄的,應(yīng)提供書面分析改進(jìn)報(bào)告。(未如實(shí)陳述者,我司有權(quán)取消中標(biāo)資格及其他處罰措施。)資質(zhì), 近3年內(nèi)有類似相關(guān)成功有效業(yè)績(jī)1例以上(有效業(yè)績(jī)的定義:①合同為同類型相關(guān)項(xiàng)目;②須提供該業(yè)績(jī)合同的復(fù)印件(包括但不限于合同首頁、雙方蓋章頁、總金額頁);③須提供該業(yè)績(jī)合同的項(xiàng)目驗(yàn)收證明(如:業(yè)主證明或完工證明、驗(yàn)收?qǐng)?bào)告等)或該業(yè)績(jī)合同的所有收款憑證,以證明除驗(yàn)收、質(zhì)保外其他階段付款均已支付,(該業(yè)績(jī)合同的項(xiàng)目驗(yàn)收證明或該業(yè)績(jī)合同的所有收款憑證可二選一提供);④所有證明文件在必要時(shí)需提供紙質(zhì)原件備查。業(yè)績(jī),并具有與本招標(biāo)項(xiàng)目相應(yīng)的供貨能力。

(5)近3年承擔(dān)的相關(guān)業(yè)績(jī)證明;

(6)經(jīng)會(huì)計(jì)事務(wù)所審計(jì)的近三年(2021-2023年)財(cái)務(wù)會(huì)計(jì)報(bào)告或財(cái)務(wù)報(bào)表;

(7)ISO 9001\14001\45001及其他管理體系證書(代理經(jīng)銷商需同時(shí)提供自身及源頭生產(chǎn)廠家);

(8)環(huán)境管理、職業(yè)健康及安全管理實(shí)施情況及績(jī)效說明(擁有14001\45001體系證書可免于提供);

(9)近3年發(fā)生的生產(chǎn)安全事故的狀況描述,尤其說明發(fā)生一般及以上生產(chǎn)安全事故的情況;

(10)近3年的環(huán)保處置情況描述,尤其說明發(fā)生的突發(fā)環(huán)境事件、受到環(huán)保主管部門處罰的情況;

(11)近3年的企業(yè)及受控分包商員工的職業(yè)健康情況描述,尤其說明發(fā)生職業(yè)病的情況;

(12)適用時(shí),行政許可資質(zhì)復(fù)印件;

(13)企業(yè)的專業(yè)技術(shù)人員情況;

(14)代理商、經(jīng)銷商、服務(wù)商等提供授權(quán)證書。制造商對(duì)授權(quán)貿(mào)易商經(jīng)銷產(chǎn)品質(zhì)量責(zé)任承擔(dān)的說明書(授權(quán)書已包含可免)。無授權(quán)貿(mào)易商貨源渠道說明及正品承諾書。(本項(xiàng)要求僅適用于代理商、經(jīng)銷商、服務(wù)商)

(15)貿(mào)易安全管理告知書(見文末附件2)。

 

所有提交的資格預(yù)審材料均需加蓋潛在投標(biāo)人公章,所有證書類文件提供掃描件且必須在有效期內(nèi)。資格預(yù)審審查辦法采用合格制,凡按照本投標(biāo)第三條所要求并完整提供資格預(yù)審材料的申請(qǐng)人經(jīng)招標(biāo)工作小組審核后均可通過資格預(yù)審。未通過資格預(yù)審的申請(qǐng)人不具有投標(biāo)資格。

4. 招標(biāo)文件的獲取

4.1  凡有意參加投標(biāo)者,請(qǐng)于  2024 年 5 月 22 日 10 時(shí)至   2024  年 5 月 27  日 10 時(shí)(北京時(shí)間,下同),登錄中交集團(tuán)供應(yīng)鏈管理信息系統(tǒng)http://ec.ccccltd.cn完成投標(biāo)報(bào)名并下載電子招標(biāo)文件。

4.2  招標(biāo)文件每套售價(jià) 0元,售后不退。

4.3.1  已在網(wǎng)并且已通過招標(biāo)人層級(jí)供應(yīng)商或已增加招標(biāo)人為合作單位的供應(yīng)商、上級(jí)供應(yīng)商可直接報(bào)名參與。

4.3.2  在網(wǎng)平級(jí)單位供應(yīng)商未增加招標(biāo)人為合作單位需進(jìn)行合作意向申請(qǐng)通過后報(bào)名參與。

4.3.3  未注冊(cè)供應(yīng)鏈系統(tǒng)的單位需進(jìn)行注冊(cè),推薦單位或合作意向單位選擇招標(biāo)人,審核通過后方可報(bào)名參與。

5. 投標(biāo)文件的遞交

5.1 投標(biāo)文件遞交的截止時(shí)間(投標(biāo)截止時(shí)間,下同)以供應(yīng)鏈系統(tǒng)為準(zhǔn),投標(biāo)人應(yīng)在截止時(shí)間前通過中交集團(tuán)供應(yīng)鏈管理信息系統(tǒng)遞交電子投標(biāo)文件。

5.2  逾期送達(dá)的投標(biāo)文件,中交集團(tuán)供應(yīng)鏈管理信息系統(tǒng)將予以拒收。

5.3  電子采購的供應(yīng)商報(bào)價(jià)文件由電子報(bào)價(jià)表及附件共同組成。當(dāng)電子報(bào)價(jià)表與附件內(nèi)容沖突時(shí),應(yīng)以電子報(bào)價(jià)表的數(shù)據(jù)為準(zhǔn)。

Trade Safety Standard of AEO Enterprise

 

1.場(chǎng)所安全控制方面

1. Safety of material handling site and warehouse

有檢查、阻止未載明的貨物和未經(jīng)許可的人員進(jìn)入場(chǎng)所、貨物裝卸和儲(chǔ)存區(qū)域的書面制度和程序;進(jìn)出口貨物進(jìn)出的區(qū)域設(shè)有隔離措施,以防止未經(jīng)許可的人員進(jìn)入。

There is a checking procedure to prevent unmarked goods and unauthorized personal access to site specific. There are written policies and procedures for cargo handling and storage areas. There are isolation measures for import and export goods in and out of the region, preventing unauthorized access.

1.1大門和傳達(dá)室:車輛、人員進(jìn)出的大門配備人員駐守。

1.1 Gate: Guard stationed for both staff and vehicle entrance & exits.

1.2建筑結(jié)構(gòu):建筑物的建造方式能夠防止非法闖入。定期對(duì)建筑物進(jìn)行檢查和修繕,確保其完好無損。

Shipment and acceptance of goods: The goods arriving must correspond to the information on the goods document. The weight, label, number of pieces or number of boxes of the goods should be verified. Offshore goods should be verified with the contents of purchase or shipment orders. Protecting system such as signing and sealing should be set in the key link of the goods delivery.

6.集裝箱安全控制方面

有措施和程序來確保集裝箱的完整性,以防止未經(jīng)授權(quán)的貨物或人員進(jìn)入。

There are measures and procedures to ensure the integrity of containers so as to prevent the entrance of unauthorized goods or personnel.

6.1.集裝箱檢驗(yàn):在裝貨前檢查集裝箱結(jié)構(gòu)的物理完整性和可靠性,包括門的鎖閉系統(tǒng)的可靠性,并做好相關(guān)登記。建議進(jìn)行七點(diǎn)檢查,即按照以下順序檢查集裝箱:前墻、左側(cè)、右側(cè)、地板、頂部、內(nèi)/外門、外/起落架。

6.1. Container inspection: The physical integrity and reliability of the container structure, including the reliability of the locking system of the door should be inspected before loading. Relevant registration should be made. A seven-point inspection is recommended, which is to check containers in the following order: front wall, left side, right side, floor, top, inside/outside door, outside/landing gear.

6.2.集裝箱封條:對(duì)裝貨集裝箱施加高安全度的封條,所有封條都符合或者超出現(xiàn)行PAS ISO 17712對(duì)高度安全封條的標(biāo)準(zhǔn),封條有專人管理、登記。有施加和檢驗(yàn)封條的書面制度和程序,以及封條異常的報(bào)告機(jī)制。

6.2. Container seal: High security seals should be attached to loaded containers. All seals should meet or exceed the current PAS ISO 17712 standards for high security seals, being supervised and sealed by specially-assigned person. There are written policies and procedures applied for attachment and inspection of the seal. Reporting mechanism should be set for abnormal seal.

6.3.集裝箱存儲(chǔ):本企業(yè)集裝箱保存在安全的區(qū)域,以防止未經(jīng)許可的進(jìn)入或者改裝,有報(bào)告和解決未經(jīng)許可擅自進(jìn)入集裝箱或者集裝箱存儲(chǔ)區(qū)域的程序。

6.3. Container storage: The container should be kept in a safe area to prevent unauthorized entry or modification. Procedures should be set for reporting and resolving unauthorized access to containers or container storage areas.

 

7.運(yùn)輸工具安全控制方面

7. Vehicle safety

企業(yè)有書面制度和程序,以確保運(yùn)輸(拖車和手推車)的完整性,并防止未經(jīng)授權(quán)的人員或物品混入。

Enterprises have written systems and procedures to ensure the integrity of transport (trailers and hand cars) and to prevent unauthorized persons or items from being mixed in.

7.1. 運(yùn)輸工具的檢查程序:有專門程序或制度檢查出入運(yùn)輸工具,防止藏匿可疑物品。

7.2.運(yùn)輸工具存儲(chǔ):運(yùn)輸工具停放在安全的區(qū)域,以防止未經(jīng)許可的進(jìn)入或者其他損害,有報(bào)告和解決未經(jīng)許可擅自進(jìn)入或者損害的程序。

7.2. Transportation vehicles storage: Transportation vehicles should be parked in a safe area to prevent unauthorized entry or other damages. Procedures should be set for reporting and resolving unauthorized entry or damage.

7.3.司機(jī)身份核實(shí):在貨物被接受或者發(fā)放前,應(yīng)對(duì)裝運(yùn)或者接收貨物駕駛員進(jìn)行身份認(rèn)定。

7.3.Verification of driver’s identity: The driver’s identity should be verified before the goods are received or issued.
