1. 中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海石油（中國）有限公司（以下稱為“招標人”）委托，就陵水17-2氣田開發工程項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of LS17-2 GAS  FIELD DEVELOPMENT by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

（1）TS-P-2010A/B泵形式是立式筒袋離心泵，排量65m3/h，壓頭280KPaG， NPSHr值不超過0.9m at 1st impeller；（2）TS-P-3002A/B/C泵形式是臥式離心泵，排量25m3/h，壓頭430 KPaG， NPSHr值不超過4m；（3）TS-P-3003A/B泵形式是臥式離心泵，排量10m3/h，壓頭250 KPaG， NPSHr值不超過2.5m；（4）TS-P-3401A/B泵形式是立式筒袋離心泵，排量10m3/h，壓頭300KPaG， NPSHr值不超過1.4m at 1st impeller；（5）TS-P-4003A/B/C泵形式是臥式離心泵，排量300m3/h，壓頭330 KPaG， NPSHr值不超過5m，尺寸不能超過3500×1600mm，干重不能超過3.5t；6）TS-P-4201A/B泵形式是臥式離心泵，排量40m3/h，壓頭550 KPaG， NPSHr值不超過4.7m；7）TS-P-5002A/B泵形式是臥式離心泵，排量25m3/h，壓頭500 KPaG， NPSHr值不超過4.9m；8）TS-P-5101A/B/C泵形式是臥式離心泵，排量1750m3/h，壓頭400 KPaG， NPSHr值不超過15m，尺寸不能超過3500×2000mm，干重不能超過5.5t；9）LQ-P-4401A/B泵形式是臥式離心泵，排量3m3/h，壓頭100 KPaG， NPSHr值不超過11m；10）HULL-P-3201 A/B泵形式是立式管道懸臂離心泵，排量10m3/h，壓頭1200 KPaG， NPSHr值不超過8m，尺寸不能超過600×600mm，干重不能超過1t；11）HULL-P-3231 A/B泵形式是立式管道懸臂離心泵，排量10m3/h，壓頭1200 KPaG， NPSHr值不超過8m，尺寸不能超過600×600mm，干重不能超過1t；12）HULL-P-4211 A/B、HULL-P-4221 A/B立式管道懸臂離心泵，排量10m3/h，壓頭1200 KPaG， NPSHr值不超過33m，尺寸不能超過600×600mm，干重不能超過1t;（13）TS-P-7002A/B/C臥式離心泵，排量16.8m3/h，壓頭400 KPaG， NPSHr值不超過2.5m。

2. 對投標人的資格和業績要求：

Requirements for Qualification and reference of Bidder:

（1）資格要求

Requirements for Qulification of Bidder

A．貨物的制造商應通過ISO9001質量體系認證，投標人應提供制造商有效的質量體系認證證書；

The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide manufacturer's valid Certificate of Quality Management System Certification.

B．如果投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權書。

If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.

（2）資質要求及證明文件

Requirements of Certificate of Bidder

The pumps located in topside (with a Tag No. of “TS”) and LQ (with a Tag No. of “LQ”) can run in the offshore Floating Oil/Gas Production Unit, and shall obtain certification issued by the authoritative classification society approved by China Offshore Oil Operation Safety Office of State Administration of Work Safety (one?of?ABS/DNV/Lloyd’s/BV/CCS).

安裝在上部組塊（設備位號帶TS）及生活樓（設備位號帶LQ）上的泵應能在海上浮式油氣生產設施上使用，且應獲得國家安全生產監督管理總局海洋石油作業安全辦公室認可的船級社（ABS/DNV/Lloyd’s/BV/CCS之一）的證書。

The pumps located in Hull (with a Tag No. of “HULL”) can run in the offshore Floating Oil/Gas Production Unit, The Bidder shall promise that the pumps shall be ABS or?CCS class certified and obtain ABS?or?CCS certification of marine product.

安裝在船體（設備位號帶HULL）上的泵應能在海上浮式油氣生產設施上使用，投標人應承諾獲得ABS或CCS認證，并取得ABS或CCS船用產品證書。

（3）業績要求

In recent 10 years (since Jan. 1st, 2008 to the deadline of bids submission stipulated), the horizontall centrifugal pump (capacity≥1750 m3/h，and different head≥400 kPa) selected by the Bidder shall have track records of at least 2 sets applied to the offshore Floating Oil/Gas Production Unit (the signing date of contract is regarded as reference time). The vertical barrel centrifugal pump and vertical in-line overhung centrifugal pump selected by the Bidder shall have track records of at least 2 sets applied to the offshore Floating Oil/Gas Production Unit (the signing date of contract is regarded as reference time). The Bidder shall submit valid track records and relevant documentary evidence (1.relevant chapters copies of contract and 2. commissioning report on user site or certificates of user application or certificates of user acceptance or certification of marine product).

近10年(2008年1月1日至截標日)，投標人提供的臥式離心泵產品（泵排量≥1750m3/h，同時壓頭≥400 kPa）至少擁有2套在海上浮式油氣生產設施上的應用業績（合同簽署時間為業績時間），立式筒袋離心泵和立式管道懸臂離心泵分別至少擁有2套在海上浮式油氣生產設施上的應用業績（合同簽署時間為業績時間）。投標人須提交有效的業績表和相關證明文件（第1.合同復印件相關章節和第2.用戶現場調試報告或用戶使用證明或用戶驗收證明）。

The documentary evidence shall contain but not limited to: the date of contract signing, equipment name, quantity, type of Floating oil&gas production facility, pump capacity, discharge pressure, certificates of user acceptance or certificates of user application or commissioning report (including the commissioning content and signing page) or certification of marine product. Absence of the track records evidence documents or the failure to verify above foregoing information, which shall be counted as an invalid performance.

業績證明文件必須至少體現以下內容：合同的簽署時間、貨物名稱、供貨數量、設備所屬浮式油氣生產裝置類型、泵排量、出口壓力、用戶接收證明或用戶使用證明或調試報告（包括調試內容和簽署頁）。未提交業績證明文件，或所提供的業績證明文件無法驗證前述信息，均視為無效業績。

The Bidder should promise the centrifugal pumps are produced in its own brand manufactory. And overseas bidder promise to provide certificate of origin. The purchaser does not accept the OEM product.

投標人承諾應在泵的品牌制造廠生產，并承諾（境外投標人）提供原產地證明。買方不接受貼牌產品。

3. 有興趣的投標人可通過以下方式獲取招標文件：從2019年4月8日開始至2019年4月15日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from April?8,2019 to April?15,2019. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

4. 投標文件遞交截止時間和地點：所有投標文件都應附有按規定提交的投標保證金，并于2019年4月30日上午9:30（北京時間）前遞交至北京市東城區東直門外小街6號海油大廈4樓會議室。在此時間后收到的投標文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on April?30,2019. Any bid beyond the required time and date shall be subject for rejection.
