1. 中化建國際招標有限責任公司（以下稱為“招標代理機構”）受海洋石油工程股份有限公司（以下稱為“招標人”）委托，就東方13-2項目所需部分貨物及相關服務進行國際公開招標?，F邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2 by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

數量： 管線(2”~28”, 20bar)約1650米，管件約900件，法蘭(2”~28”, 20bar)320件

交貨期Delivery Schedule:
境內：訂貨后60天內到貨珠海場地
Cisborder: goods shall arrive Zhuhai site within 60 days after purchase order
境外：訂貨后90天內貨到珠海
Overseas: goods shall arrive Zhuhai within 90 days after purchase order
交貨地點Destination of delivery：
境內：中海福陸重工有限公司（廣東珠海）場地
Cisborder: COOEC-Fluor Heavy Industry Co., Ltd.（Zhuhai, Guangdong）Site
境外：CFR珠海港/CPT珠海機場（根據交貨期選擇運輸方式，以滿足交貨期為準）
Overseas: CFR Zhuhai Seaport/CPT Zhuhai Airport（According to the delivery date, selec the right mode of transportation to meet the delivery date）
2. 對投標人的資格和業績要求(以招標公告為準)：

A．制造商通過ISO9001質量體系認證，并提供有效的質量體系認證證書；
The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
B. 如果投標人為代理商，投標人應得到所投貨物制造商同意其在中國為本次投標提供該貨物的合法正式授權書。不接受代理商代理中國國內制造商投標。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bidding project；Agent of China's domestic manufacturers is not accepted
C. 本次招標不允許聯合體投標。
Joint Venture is not accepted.
?。?）資質要求及證明文件Requirements of Certificate of Bidder
A． 廠家須提供制造商有效的玻璃鋼管線管件法蘭的型式認可證書以及相關的報告。
The manufacturersshall provide Valid Type Approval certificate with related reports for all GRE pipes, fittings and flanges
B. 廠家須提供制造商有效的GB/T19001,ISO 9001 or API Q1證書。
The manufacturers shall provide Valid Quality management system certificate in accordance with GB/T19001,ISO 9001 or API Q1.
C. 玻璃鋼管線、管件、法蘭須符合采辦料單及規格書的要求：
——尺寸，
——壓力等級最小為20bar，
——端部連接形式，
——材料要求滿足耐火性，導電性，火焰傳播速率，不透明特性以及抗UV特性的要求
GRE pipes, fittings and flanges shall meet the requirements of MTO and Specification
—Size
—Rated Pressure (20 bar min)
—Connection End Type(adhesive joints of the bell and spigot type)
—Material(GRE-Glass Reinforced Epoxy)
—Special Requirements (Fire endurance, Electrically conductive, Low flame spread characteristics, Non Translucent and Resistant UV)
（3）業績要求：
Requirement for Bidder's reference:
2012年1月1日至2017年1月1日應用于海洋環境項目（海洋環境指海上平臺或者海船），且均滿足尺寸和壓力等級技術要求的至少每年2個玻璃鋼貨物項目銷售業績。
Between 1st.Jan.2012 and 1st.Jan.2017, the Bidder shall have sales references of GRE matierials at least two project contracts which have been used in offshore project(offshore project shall mean offshore platform or seacraft) which all meet the requirements of Size and Rating.
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：銷售合同復印件（含相關技術附件）以及其他證明材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、貨物名稱、供貨數量、使用環境、玻璃鋼材料的尺寸和壓力等級技術要求。未提交業績證明文件，或所提供的業績證明文件無法驗證合同簽署時間、貨物名稱、供貨數量、使用環境、玻璃鋼材料的尺寸和壓力等級技術要求，均視為無效業績。
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the content show as follows: signature time of Sales Contract, Name of Goods, Quantity, usage circumstance, technical requirements of GRE matierials size and rating.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate signature time of Sales Contract, Name of Goods, Quantity, usage circumstance, technical requirements of GRE matierials size and rating ,the relevant reference will be deemed unvalid.
3. 有興趣的投標人可通過以下方式獲取招標文件：從2017年10月17日開始至2017年10月24日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Oct.17, 2017 to Oct..24, 2017. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投標文件遞交截止時間和地點：所有投標文件都應附有按規定提交的投標保證金，并于2017年11月9日上午9:30（北京時間）前遞交至北京市東城區東直門外小街6號海油大廈4樓會議室。在此時間后收到的投標文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on Nov.9., 2017. Any bid beyond the required time and date shall be subject for rejection.
