1. 中化建國際招標有限責任公司（以下稱為“招標代理機構”）受海洋石油工程股份有限公司（以下稱為“招標人”）委托，就東方13-2項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2 by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

境外：合同簽訂后3.5個月（在境外裝船發貨）

2. 對投標人的資格和業績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qulification of Bidder
A.如果投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權書。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.
(2）資質要求及證明文件Requirements of Certificate of Bidder
A.國內制造商須提供有效的TS證書
The manufacturers shall provide the Valid License of Pressure piping components as per TSG D2001 (TS certificate). (For domestic supplier)
B．國外制造商須提供雙相鋼管件的型式認證或工廠認可證書
The manufacturers shall provide the Type approval certificate or manufacture approval certificate for all DSS fittings（For foreign supplier）
C．制造商須提供有效的GB/T19001, ISO 9001或API Q1認證證書
The manufacturers or Sub-Vendor(in case) shall provide the Valid Certificate of GB/T19001, ISO 9001 or API Q1 Certification
D．對于除10000psi以外的其他磅級，且壁厚大于25.4mm的雙相鋼無縫管件以及所有的雙相鋼有縫管件(碳氫系統)須根據海上固定平臺安全規則-2000 19.3章節進行B類取證。對于10000psi的雙相鋼管件，均須提供檢驗證書。B類證書以及第三方檢驗證書均須由國家安全生產監督管理總局海洋石油作業安全辦公室（COOOSO）認可的任意一家（國際五大船級社：DNV，ABS，CCS，BV，LR）第三方認證機構提供。
For fittings except 10000psi，Seamless DSS fittings that wall thickness larger than 25.4mm，and all of welded fittings (used for hydrocarbon service only) shall be categorized as category B as per “Safety Rules for Offshore Fixed Platforms-2000” para. 19.3. For 10000psi, all DSS fittings shall be inspected and witnessed by third party, and inspection certificate shall be submitted. The requirements for category B and inspection certificate shall get qualification certificates from the authoritative classification society approved by China Offshore Oil Operation Safety Office of State Administration of Work Safety
E．須提供原材料廠家雙相鋼管件的TS證書以及ISO 9001證書
Vendor shall provide certifications for row material of DSS fittings (e.g. ISO 9001, TS certification)
(3）業績要求：
Requirement for Bidder's reference:
2012年1月1日~2017年1月1日應用于海洋環境項目（海洋環境指海上平臺或者海船）的雙相鋼管件至少2個項目銷售業績。(至少包括一個10000psi雙相鋼管件的銷售業績)
Between 2012.1.1~2017.1.1, the Bidder shall have sales references of DSS fittings at least two project contracts which have been used in offshore project (offshore project shall mean offshore platform or seacraft) (Including at least 1 sets for 10000psi DSS fitting )
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：銷售合同復印件（含相關技術附件）以及其他證明材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、貨物名稱（雙相鋼管件）、供貨數量、使用環境、雙相鋼管件壓力等級技術要求。未提交業績證明文件，或所提供的業績證明文件無法驗證合同簽署時間、貨物名稱、供貨數量、使用環境、雙相鋼管件壓力等級技術要求，均視為無效業績。
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the content show as follows: signature time of Sales Contract, Name of Goods(DSS fitting), Quantity, usage circumstance, technical requirements of DSS fittings pressure rating . If no documentary evidence furnished, or documentary evidence furnished can not demonstrate signature time of Sales Contract, Name of Goods, Quantity, usage circumstance, technical requirements of DSS fittings pressure rating, the relevant reference will be deemed unvalid.
3. 有興趣的投標人可通過以下方式獲取招標文件：從2017年10月24日開始至2017年10月31日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Oct.24, 2017 to Oct.31, 2017. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投標文件遞交截止時間和地點：所有投標文件都應附有按規定提交的投標保證金，并于2017年11月14日上午9:30（北京時間）前遞交至北京市東城區東直門外小街6號海油大廈4樓會議室。在此時間后收到的投標文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on Nov.14., 2017. Any bid beyond the required time and date shall be subject for rejection.
