1. 中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海石油（中國）有限公司（以下稱為“招標人”）委托，就南海勝利號FPSO系泊錨腿整體更換項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of NanHai ShengLi FPSO mooring Leg Replacement by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2. 對投標人的資格和業績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qulification of Bidder
投標人應為所投貨物的制造商。本次招標不接受代理商投標。
The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.
（2）資質要求及證明文件
投標人需提供以下以往類似項目的證書復印件
Requirements of Certificate of similar project of Bidder
A．型式認證證書Certificate of Type Certification
B. 產品認證證書Certificate of Product Certification
C. 產品檢驗第三方證書Certificate of Conformity issued by Third Party
D. 試驗見證第三方證書Test Certificate of Conformity issued by Third Party
（3）銷售業績要求：
Requirement for Bidder's sales reference:
投標人應同時滿足以下3個要求：The bidder shall meet the following 3 requirements at the same time:
1）投標人至少有一項2007年1月1日前應用于FPSO或FPS系泊系統的系泊鋼纜銷售業績;
Before Jan 1st,2007, the Bidder shall have sales references of at least 1 sets spiral strand mooring wire which have been used in FPSO or FPS permanent mooring system.
2）投標人至少有一項2014年1月1日之后應用于FPSO或FPS系泊系統的系泊鋼纜銷售業績;
After Jan 1st,2014, the Bidder shall have sales references of at least 1 set spiral strand mooring wire which have been used in in FPSO or FPS permanent mooring system.
3）投標人至少有一項直徑超過100毫米的螺旋型系泊鋼纜的銷售業績.
The bidder shall have sales references of at least 1 set spiral strand mooring wire with diameter more than 100mm.
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：銷售合同復印件（含相關技術附件）以及其他證明材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、貨物名稱、直徑、使用于FPSO或FPS系泊系統。未提交業績證明文件，或所提供的業績證明文件無法驗證合同簽署時間、貨物名稱、直徑、使用于FPSO或FPS系泊系統，均視為無效業績。
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the content show as follows: signature time of Sales Contract, Name of Goods, Diameter, using of FPSO or FPS permanent mooring system. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate signature time of Sales Contract, Name of Goods, Diameter, using of FPSO or FPS permanent mooring system., the relevant reference will be deemed unvalid.
3. 有興趣的投標人可通過以下方式獲取招標文件：從2017年11月08日開始至2017年11月15日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Nov 8th, 2017 to Nov 15th, 2017. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投標文件遞交截止時間和地點：所有投標文件都應附有按規定提交的投標保證金，并于2017年11月29日上午9:30（北京時間）前遞交至北京市東城區東直門外小街6號海油大廈4樓會議室。在此時間后收到的投標文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on Nov.29th, 2017. Any bid beyond the required time and date shall be subject for rejection.
