1. 中化建國際招標有限責任公司（以下稱為“招標代理機構”）受海洋石油工程股份有限公司（以下稱為“招標人”）委托，就“海洋石油201”船能力提升項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of “HYSY 201”Vessel Ability Upgrade Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2. 對投標人的資格和業績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qulification of Bidder
A．投標人應為所投貨物的制造商。本次招標不接受代理商投標。
The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.
B．投標人通過ISO9001質量體系認證，并提供有效的質量體系認證證書；
The bidder of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
（2）資質要求及證明文件
Requirements of Certificate of Bidder
A. 承諾在交貨時提供出廠試驗證書（FAT證書）、ABS證書。
Promised to provide the FAT certificate, ABS certificate when deliver the goods.
（3）業績要求：
Requirement for Bidder's reference:
2017年1月1日前具有應用于海洋環境項目（海洋環境指海上平臺或者海船），不少于2臺（套）300T及以上A&R絞車并聯使用成功運行業績，和不少于2臺（套）300T及以上海管卡具（32寸及以上）成功運行業績。
Before January 1st, 2017, the Bidder shall have successfully operated references of at least two and minimum 300T A&R winch work tegether, and have the successful experience of use the A&R winch work together, and have at least 2 sets minimum 300T pipe clamp（minimum 32”）successful use experience.
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：銷售合同復印件（含相關技術附件），和用戶蓋章（國外用戶無公司印章的情況需由法人代表）的證明文件。
投標人所提交的合同必須至少體現以下內容：貨物名稱、供貨數量、使用環境、A&R絞車及并聯絞車的額定張力，海管卡具安全工作負荷及最大適應管徑。用戶蓋章的證明文件必須至少體現已使用時間。
未提交業績證明文件，或所提供的業績證明文件無法驗證貨物名稱、供貨數量、使用環境、A&R絞車及并聯絞車的額定張力，海管卡具安全工作負荷及最大適應管徑、已使用時間，均視為無效業績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract(including technical appendix) and evidentiary documents （The customer outside China shall provide the siganature of the legal representative if the supplier do not have an stamp）sealed by Enduser.
The copies of sales Contract furnished by the Bidder shall as least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, rated tension for A&R winch and combined winch, and safe working load, maximum pipe diameter fit for the clamp. Evidentiary documents sealed by Enduser shall at least demonstrate the operation time.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Name of Goods, Quantity, usage circumstance, rated tension for A&R winch and combined winch, and safe working load, maximum pipe diameter fit for the clamp, operation time, the relevant reference will be deemed unvalid.
3. 有意向的投標人可通過以下方式獲取招標文件：從2017年11月17日開始至2017年11月27日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Nov. 17, 2017 to Nov. 27, 2017. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投標文件遞交截止時間和地點：所有投標文件都應附有按規定提交的投標保證金，并于2017年12月11日上午10:00（北京時間）前遞交至天津市濱海新區天津港保稅區海濱十五路199號海工大廈3樓會議室。在此時間后收到的投標文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 3rd floor meeting room, COOEC Tower, No.199, Haibin 15th Road, Tianjin Port Free Trade Zone, 300461, P.R.C at or before10:00 am (Beijing Time) on Dec. 11, 2017. Any bid beyond the required time and date shall be subject for rejection.
